how do you find someone that you can not find, is there a good search engine for public records?

they state that it is the fathers burden to locate the mother and child and then file in a motion in that jurisdiciton. Ihave talked to numerous atty’s there (in a different state than I live) and they also stated that I must locate her before they can assist. Is there a group out there that helps alledged dad’s be dads or help dad’s find out if a child is yours due to the fact she said he’s not in a court of law under oath and denied dna testing but then all a few years later she is after me for child support and benefits. I know that I am not the only one to go through this. I feel like I am running into closed doors. Maybe someone has gone through this and can advise.
