I think that’s almost impossible and an intrusion of privacy. If someone pays cash for a tattoo, then you’ll never know exactly when they received it, unless you personally know them and can find out. If they use a credit card, that information can never be given to you without you being that person getting the tattoo.

Uhh, yeah, that’s illegal. Definitely an invasion of privacy and, as the above person said, you won’t know if they paid cash and if they paid credit card, you’re not privy to that information. The tattoo shop would probably have the consent forms, but they sure as hell aren’t going to give them to you.
If all you’re looking for is a reputable shop, check the Better Business Bureau.
