How can I access public/criminal records for free?

Worried about a friend who recently started seeing someone she met online who seems to have a ’sketchy’ past. 2nd time we seen him he appeared to be on something. Did a local search with info we had available and he’s had several court cases over the last decade, including some domestic violence cases. Is there a way to access more detailed records for free?

Call the local courts where the cases happened and they may release the information to you.
However, it’s not going to be “free”.
Although, generally any domestic violence stuff on someone’s record isn’t a good thing.
