Are you asking- if someone was initially arrested for attempting to cross, but, then came here? If you are asking that, their prior “arrest” won’t be a matter of public record, because, they wouldn’t have had a record in the US yet.
If you are asking, though, if they have been arrested (like you know so and so and they are crossing, but, you haven’t heard from them), you also can’t find out because they would be being held right now.
Lastly, when people are detained at the border, unless they are “wanted” or repeat deportees, the US doesn’t get that information (I don’t think), because they DIDN’T actually get across the border…..

Apprehension records of the Border Patrol and the CBP are not public records. YOU cannot search them at any price. Only a Federal officer or one deputized to enforce immigration law is able to do this. Sorry!

Citizens have no right to the arrest or detainee records of the Federal Government. There is no legitimate reason for citizens to have this information.
You can however, hire a company to research public arrest records of US citizens. This is, as you state, public record.
