Its the County Tax Assesor, a lot of counties let you do it on the phone or online, just put in the adress,it gives you the owner, and bussiness adress, sometimes phone.

Go to the county assessors office on the internet for where the property is located. They ususally have a way to search by address and you can get the name and address of the person.
Of course it may list the persons name, and have the property as the address.
But that is a start.
Sometimes they also have searches of personal property (cars, truck and such). You may also search here, but of course if they live in a different county, you may have to search several databases.
Good Luck

If you are planning to buy it, contact a real estate agent (it’s free for you to have an agent when you are a buyer and it’s always a good idea to have an agent do the work for you and take care of the problems.)
An agent will get this information for you withing 3 minutes.
