No - that’s illegal.

It depends on the type of information for which you are searching. You can find out some things by accessing county records, such as addresses, property, or in a lot of cases arrest records. If you know where they are from you can find birth and death records also.
You can also try Googling the name. You’d be surprised what you can find out sometimes.
