Are there free databases that can be searched by non-law enforcement people?

yes there are many. Go to your county website and do a search on public records. My county has everything on line and its free. It will all depend on your county.

It really depends on the type of information you’re seeking. If you have specifics, you can always submit a FOIA request to the government — they are obligated by law to reply.
